You must have two low cards in your hand and 3 low cards on the board. In order to qualify, the low cards must be 8 or lower. Anything higher than an 8 does not qualify. You could have A234 in your hand and if the board does not have 3 cards that are all 8 or lower, you do not qualify for a low hand.
